Does Lambda Web Functions automatically cost less than ordinary Lambda?
Not automatically. AWS meters requests, active CPU time, memory while each execution environment exists, and data transfer. I/O waits use little CPU, but memory continues to accrue while an environment stays active; compare your own request, concurrency and memory profile.
