Why is a candidate vulnerability count an incomplete security measure?
A candidate starts an investigation; it does not describe the investigation’s result. Teams still need to reproduce the behavior, determine affected versions, assess reachability and validate a fix. Tracking those stages separately makes it possible to see whether detection is reducing risk or merely moving work into another queue.
